  • SOCIAL INSURANCE PLAYING A SIGNIFICANT ROLE IN THE CONTEXT OF THE CAMBODIAN ALL-SECTOR PROGRESS

    Svay Rieng—On 18 September 2018, the Nation Social Security Fund of the Ministry of Labour and Vocational Training convened the dissemination meeting on Policy Implementation of Social Security Schemes for Employers presided over by Mr. Touch Pouliva, Deputy Governor and Representative of H.E. Governor of Svay Rieng Board of Governors, and Mr. Meng Hong, Deputy Director of the National Social Security Fund and Representative of H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, and joined by representatives of provincial department, institutions and organizations, stakeholders, and employers amounted to 117 to be held in the hall of Svay Rieng Red Cross guesthouse on 18 September 2018.

    Mr. Touch Pouliva said that Cambodia currently has all-sector development, particularly both formal and informal workers are working in the enterprises/establishments, based on the concept of sharing and solidarity principles in order to ensure the income security. Social security policy contributes mainly to the poverty reduction policy of the Royal Government in order to ensure that no social member falls into the risk and hardship. He also urged provincial departments and relevant authorities under the Svay Rieng administration to contribute the collaboration with the National Social Security Fund to implement the law effectively in a bid to develop our society with progress and harmony.

    Mr. Meng Hong said that the National Social Security Fund (NSSF) of Ministry of Labour and Vocational Training is a public administrative organization that has missions to provide the social services. He added that NSSF is currently implementing social security schemes on Occupational Risk and Health Care; separately, pension scheme will be launched in 2019.

    He added that until now NSSF has registered 12,243 enterprises/establishments with 1,470,128 workers in order to allow workers to access medical services free of charge in the health facilities signed the agreement with NSSF and receive other benefits.

    By July 2018, there are 207,926 work injuries nationwide in total including 522, 387, 590, and 977 received permanent disability benefit from 20% up, permanent disability benefit less than 20%,  survivors’ benefit, and  funeral grant respectively amounted to over 3 billion riels.
