  • NATIONAL SOCIAL SECURITY FUND DISTRIBUTED MEMBERSHIP CHARDS TO 852 CIVIL SERVANTS, CONTRACT STAFF, AND RETIREES OF GENERAL SECRETARIAT OF SENATE

    Phnom Penh—On Tuesday morning of 06 November 2018, the National Social Security Fund of the Ministry of Labour and Vocational Training collaborated with the general secretariat of senate to prepare the event to distribute 852 membership cards to civil servants, contract staff, and retirees of the general secretariat of senate for accessing health care services in the health facilities signed the agreement with NSSF to be held in the meeting hall of the general secretariat of senate.

    This event was presided over by H.E. Um Sareut, General Secretary of the General Secretariat of Senate, H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund of the Ministry of Labour and Vocational Training, and joined by representatives of ministries, institutions, and organizations involved amounted to 148 participants.

    On such occasion, H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, said that the National Social Security Fund (NSSF) is a public administrative organization under the technical tutelage of Ministry of Labour and Vocational Training and the financial tutelage of Ministry of Economy and Finance. NSSF was established in 2017 and has launched since late 2008.

    Through the proudly successful implementation of social security schemes for private sectors, so far the Royal Government trusts and authorizes NSSF as a unique operator with a view to administrate and manage social security schemes on Occupational Risk for Public Employees and on Health Care for Public Employees, Former Civil Servants, and Veterans as stipulated in Royal Kret No. NS/RKT/0217/078, dated 01 February 2017.

    It highlights that the Head of Royal Government under the outstanding leadership of wisdom of Samdech Akka Moha Sena Padie Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, always pays high attention to the welfare and livelihood of all public employees.

    In early 2018, social security scheme on Health Care for Public Employees, Former Civil Servants, and Veterans has been launched by providing the following benefits:

    • Medical care service
    • Patient or victim referral service for emergency
    • Corpse transportation
    • Health prevention service.

    Until now there are public employees, former civil servants, and veterans amounted to 18,325 accessed medical care services. NSSF will continue strengthening and extending the implementation of social security schemes on Occupational Risk and Health Care for all workers and public employees as well as strive to launch pension scheme for workers and occupational risk scheme for public employees in 2019.

    He added that nowadays NSSF has provided occupational risk benefits to 213,025 victims of 1,480,932 workers who are working in 12,588 enterprises/establishments. Partly, health care benefits were provided to 1,590,582 of 1,809,050 workers who are working in 8,269 enterprises/establishments. Additionally, NSSF is responsible for registering the informal workers for accessing medical care services in the health facilities through Health Equity Fund. In present, NSSF has registered 23,293 enterprises/establishments with 138,014 informal workers and distributed additional allowance of the Royal Government to 53,727 formal and informal postnatal workers with 54,120 babies by 11 November 2018.
