The NSSF, a public entity with autonomy in administration and self-financing, administers the schemes of Social Security protection in accordance with the National Social Security Law and the provisions of the Social Security related Sub-Decrees. For all matters other than finance are under the supervision of the Ministry of Labour and Vocational Training (MoLVT), while the Ministry of Economy and Finance (MEF) administers all finance related issues.

NSSF is guided and monitored by the Governing Body, which consists of a tripartite representation of employers, employees, and the government. The representation of the government is composed of followings: a representative from MoLVT (chairman), a representative from the Council of Minister (member), a representative from MEF (member), a representative from the Ministry of Health (member), and the director of NSSF (ex-officio member). Additionally, the Governing Body itself is supported by another four members representing employers and employees; each side has two members. The chairman and members of the Governing Body are selected among high rank officials with at least five years working experience in conjunction with competence in social affairs, economics or law. Importantly, they must have never been convicted of misdemeanor or criminal charges. The representatives of employers and workers are nominated by their own organizations. Having enough working experience along with qualification in social affairs, economics or law is a must. They must also have never been convicted of misdemeanor or criminal charges. The chairman and members of the Governing Body except ex-officio member (permanent member) are appointed by sub-degree for a 3-year mandate issued by MoLVT as request from the organization they represent. The termination or continuation of the mandate, likewise, depends on the request from the organization they represent.
