  • Ten-Year Achievements (2008-2017) and Action Plans 2018 of the National Social Security Fund (NSSF)

    Phnom Penh – On 06 March 2018, the National Social Security Fund prepared its meeting on Ten-Year Achievements (2008-2017) and Action Plan 2018 presided over by H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, and participated by ministries, institutions, organizations, representative of employers, trade unions, health facilities in capital/provinces, and partnership health facilities amounted to 432 participants.

    H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, mentioned that this meeting held with the aim of manifesting the so-far ten-year achievements of NSSF to ministries, institutions, organizations, and other development partners; these achievements are effective tools for measuring, following up, and evaluating the implementation of social security schemes as well as reaching to address challenges together by determining action plans 2018 as follows:

    • For Occupational Risk Scheme, NSSF has registered 10,849 enterprises/establishments with 1,435,316 workers, collected 427 billion riels of contribution, and provided 76 billion riels of occupational risk benefits to 201,797 victims.
    • For Health Care Scheme, NSSF has renewed registration of 3,271 enterprises/establishments with 1,121,409 workers and signed the agreement with 1,295 health facilities. There are 559,649 members accessed services; it showed that this implementation proceeded smoothly and effectively.
    • Pension Scheme will be launched in 2019.
    • Implementation of social security schemes for public employees, former civil servants, and veterans.
    • Health Care Scheme for public employees, former civil servants, and veterans has been launched in 2018.
    • Occupational Risk Scheme for public employees will be launched in 2019.
    • Launch of Health Care Scheme through Health Equity Fund for informal worker and the provision of additional allowance for female worker when deliver a baby.
    • NSSF has registered 21,379 enterprises/establishments with 184,436 workers in Health Equity Fund.
    • Provision of additional allowance for informal and formal female worker when deliver a baby has been implemented from 01 January 2018 onwards.

    Action Plans 2018:

    • Strengthen and expand the implementation of Occupational Risk Scheme by continuing to review other legal instruments in line with work scope, facilitating to address challenges punctually, strengthening the implementation of labour sector development policy in the location of workers’ housing, and disseminating policy of social security schemes on Safety of Worker at Work and during Commute.
    • Strengthen and expand the implementation of Health Care Scheme by pursuing to renew registration of all workers in this year, sign the agreement with health facility, collaborate with health facility to deal with every challenge regularly, disseminate new principles widely and in all forms, promote health prevention service for worker, disseminate directly at work, and add the NSSF agent and electronic equipment in the health facility that there are numerous workers access services.
    • Urge to prepare and launch Pension Scheme by designing to launch in 2019.
    • Implementation of social security schemes for public employees, former civil servants, and veterans.
    • Urge to register all public employees in this year.
    • Facilitate to address challenges on time and immediately with health facility.
    • Disseminate broadly to public employees, former civil servants, and veterans.
    • Implementation of Health Care Scheme through Health Equity Fund System for informal workers and the Provision of additional allowance of the Royal Government for female worker when deliver a baby.
    • Employee and worker in the informal economy shall register in NSSF to receive benefits of social security schemes.
    • Facilitate to provide additional allowance to the female worker when deliver a baby.
    • Facilitate to address challenges punctually and immediately with health facility.

    Through this meeting, NSSF addressed other challenges and receive a variety of significant information that is major input for modifying in order to continue to develop and strengthen social protection system better and effectively to ensure the provision of public administration service of social security schemes for workers at the better level.
