  • NATIONAL SOCIAL SECURITY FUND PROVIDES CHEMOTHERAPY SERVICES TO ITS MEMBERS COMPLETELY WHILE OTHER ASEAN MEMBER COUNTRIES DO NOT

    Phnom Penh—H.E. Ouk Samvithyea, Delegate of the Royal Government in charge as Director of the National Social Security Fund, said that NSSF provides chemotherapy services, including radiation therapy, medicine, and surgery, to its members fully, whereas other ASEAN member countries do not.

    H.E. Ouk Samvithyea mentioned above in the membership card distributing event to leaders, civil servants, and contract officials of the Ministry of Environment amounted to 2,699 cards to be held in the office of ministry. This event was presided over by H.E. Prum Sophy, Deputy Secretary of State of Ministry of Environment, and joined by leaders and representatives of institutions and organizations of the ministry amounted to approximately 150 participants on 27 November 2018. In relation to the medical care services for workers, H.E. Ouk Samvithyea said that since 2008, NSSF has extended its coverage nationwide for 1,473 civil servants and contract officials—223 civil servants and 1,250 contract officials. Referring to Inter-Ministerial Prakas No. 291 LV/PrK, 25 July 2016, on Agreement on Health Service Consumption and Provision for Health Care between the National Social Security Fund and Health Facility, NSSF has signed the agreement with 1,335 health facilities (from health center to national hospital)—1,292 public health facilities and 43 private health facilities.

    He added that through the proudly successful implementation of social security schemes for private sectors, so far the Royal Government trusts and authorizes NSSF as a unique operator with a view to administrate and manage social security schemes on Occupational Risk for Public Employees and on Health Care for Public Employees, Former Civil Servants, and Veterans as stipulated in Royal Kret No. NS/RKT/0217/078, dated 01 February 2017.

    In early 2018, social security scheme on Health Care for Public Employees, Former Civil Servants, and Veterans has been launched by providing the following benefits:

    • Medical care service
    • Patient or victim referral service for emergency
    • Corpse transportation
    • Health prevention service.

    Until now there are public employees, former civil servants, and veterans accessed medical care services amounted to 2,201 cases/times. It highlights that the Head of Royal Government under the outstanding leadership of wisdom of Samdech Akka Moha Sena Padie Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, always pays high attention to the welfare and livelihood of all public employees.

    Until now, NSSF has provided occupational risk benefits to 214,370 of 1,487,491 workers employing in 12,688 enterprises/establishments. Partly, health care benefits has been granted to workers amounted to estimated 1,852,046 cases/times among 1,592,557 workers employing in 8,508 enterprises/establishments.

    Apart from the work above, NSSF also takes responsibility for registering the informal worker for Health Equity Fund. In present, NSSF has registered 23,183 enterprises/establishments with 137,845 workers and distributed the additional allowance of the Royal Government to both formal and informal postnatal workers. There are 56,785 postnatal workers with 57,213 babies by 26 November 2018.

    NSSF will continue strengthening and extending the implementation of social security schemes on Occupational Risk and Health Care for all workers and public employees as well as strive to launch pension scheme for workers and occupational risk scheme for public employees in 2019.

    H.E. Prum Sophy said that the establishment of social security scheme on Occupational Risk for Public Employees and on Health Care for Public Employees, Former Civil Servants, and Veterans is another new victory of the Royal Government in order to provide social protection as well as insure social security and economy to public employees, former civil servants, and veterans who struggle to fulfil their works for our nation against other matters involved with health or any contingent accidents.
